1. Partners integrate the Messaging Configurator, a merchant-facing module that merchants access from the Partner admin panel.
2. Merchants use the Messaging Configurator to customize, preview, and publish the Pay Later messages. This reduces the partner's development effort to display appropriate Pay Later messages.
